SEC. 118. PURPOSE AND GENERAL AUTHORITY.
Section 60102(b)(5) of title 49, United States Code, is amended—
(1) by striking “Chapter” and inserting “chapter”; and
(2) by inserting “, including safety and environmental benefits,” after “benefits”.
