133.For an additional amount for Military Construction, Navy and Marine Corps, $32,200,000, to remain available until September 30, 2025, for child development center construction: Provided, That projects funded using amounts available under this section are subject to authorization prior to obligation and expenditure of funds to carry out construction: Provided further, That amounts made available under this section may not be obligated or expended until the Secretary of the Navy submits to the Committees on Appropriations of both Houses of Congress a detailed expenditure plan not later than 30 days after enactment of this Act.
