SEC. 749. STUDY ON EFFECTS OF SLEEP DEPRIVATION ON READINESS OF MEMBERS OF THE ARMED FORCES. (a) Study.—The Secretary of Defense shall conduct a study on the effects of sleep deprivation on the readiness of members of the Armed Forces. (b) Elements.—The study under subsection (a) shall include the following: (1) A standardized definition of sleep deprivation. (2) An assessment of the prevalence of sleep deprivation on members of the Armed Forces related to circadian rhythm disturbances from crossing multiple time zones, mission related maladaptive sleep practices, uncomfortable or otherwise inhospitable sleeping environments, and the use of stimulants and hypnotics to support operational tempo. (3) An assessment of whether there may be a relationship between sleep deprivation and medical conditions such as traumatic brain injury, post-traumatic stress disorder, and depression. (4) Recommendations on efforts to mitigate sleep deprivation described in paragraphs (2) and (3). (c) Report.—Not later than 270 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the results of the study under subsection (a).
