SEC. 3503. MARITIME TECHNICAL ASSISTANCE PROGRAM. Section 50307 of title 46, United States Code, is amended— (1) in subsection (a), by striking “The Secretary of Transportation may engage in the environmental study” and inserting “The Secretary of Transportation, acting through the Maritime Administrator, shall engage in the study”; (2) in subsection (b)— (A) by striking “may—” and all that follows through “improvements by—” and inserting “shall identify, study, evaluate, test, demonstrate, or improve emerging marine technologies and practices to improve—”; (B) by inserting before subparagraph (A) the following: “(1) environmental performance to meet United States Federal and international standards and guidelines, including—” ; (C) in subparagraph (C), by striking “species; and” and all that follows through the end of the subsection and inserting“species; or “(D) reducing propeller cavitation; and “(2) the efficiency and safety of domestic maritime industries.” . (3) in subsection (c)(2), by striking “benefits” and inserting “or other benefits to domestic maritime industries”; and (4) by adding at the end the following: “(e) Limitations on the Use of Funds.—Not more than three percent of the funds appropriated to carry out this section may be used for administrative purposes.” .
