SEC. 6432. NOTICE NOT REQUIRED FOR PRIVATE ENTITIES. Section 3553 of title 44, United States Code, is amended— (1) by redesignating subsection (j) as subsection (k); and (2) by inserting after subsection (i) the following: “(j) Rule of Construction.—Nothing in this section shall be construed to require the Secretary to provide notice to any private entity before the Secretary issues a binding operational directive under subsection (b)(2).” .
