MODERNIZING THE PITTMAN-ROBERTSON FUND FOR TOMORROWâS NEEDS.
SEC. 501. [16 U.S.C. 669a note] MODERNIZING THE PITTMAN-ROBERTSON FUND FOR TOMORROWâS NEEDS.
(a) Short Title.âThis title may be cited as the âModernizing the Pittman-Robertson Fund for Tomorrowâs Needs Actâ.
(b) Purpose.âThe first section of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669) is amended by adding at the end the following: âOne of the purposes of this Act is to provide financial and technical assistance to the States for the promotion of hunting and recreational shooting.â.
(c) Definitions.âSection 2 of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669a) is amendedâ
(1) by redesignating paragraphs (2) through (9) as paragraphs (4) through (11), respectively; and
(2) by inserting after paragraph (1) the following:
â(2) for the purposes of determining the number of paid hunting-license holders in a State, the term âfiscal yearâ means the fiscal year or license year of the State;
â(3) the term âhunter recruitment and recreational shooter recruitmentâ means any activity or project to recruit or retain hunters and recreational shooters, including byâ
â(A) outreach and communications as a meansâ
â(i) to improve communications with hunters, recreational shooters, and the general public with respect to hunting and recreational shooting opportunities;
â(ii) to reduce barriers to participation in these activities;
â(iii) to advance the adoption of sound hunting and recreational shooting practices;
â(iv) to promote conservation and the responsible use of the wildlife resources of the United States; and
â(v) to further safety in hunting and recreational shooting;
â(B) providing education, mentoring, and field demonstrations;
â(C) enhancing access for hunting and recreational shooting, including through range construction; and
â(D) providing education to the public about the role of hunting and recreational shooting in funding wildlife conservation;â

(d) Apportionment of Available Amounts.â
(1) Apportionment of certain taxes.âThe first subsection (c) of section 4 of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669c) is amendedâ
(A) by inserting âApportionment of Revenues From Pistols, Revolvers, Bows, and Arrows.ââ after the enumerator;
(B) by striking âOne-halfâ and inserting the following:
â(1) In general.âSubject to paragraph (2), ½â
;
(C) by striking â: Provided, Thatâ and inserting a period;
(D) by striking âeach State shall be apportioned not more than 3 per centum and not less than 1 per centum of such revenuesâ and inserting the following:
â(2) Condition.âThe amount apportioned to each State under paragraph (1) shall be not greater than 3 percent and not less than 1 percent of the revenues described in such paragraphâ

(E) by striking âFor the purposeâ and inserting the following:
â(3) Population determination.âFor the purposeâ
; and
(F) by adding at the end the following:
â(4) Use of funds.âIn addition to other uses authorized under this Act, amounts apportioned under this subsection may be used for hunter recruitment and recreational shooter recruitment.â

(2) Technical correction.âSection 4 of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669c) is amendedâ
(A) by redesignating the second subsection (c) and subsection (d) as subsections (d) and (e), respectively; and
(B) by striking âsubsection (c)â in the redesignated section 4(e)(3) and replacing it with âsubsection (d), as redesignatedâ.
(e) Expenditures for Management of Wildlife Areas and Resources.âSection 8 of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669g) is amendedâ
(1) in subsection (a), in the third sentence, by striking âand public relationsâ; and
(2) in subsection (b), in the first sentence, by striking â, as a part of such programâ.
(f) Firearm and Bow Hunter Education and Safety Program Grants.âSection 10(a)(1)(A) of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669h-1(a)(1)(A)) is amendedâ
(1) in clause (iii), by striking âandâ at the end; and
(2) by adding at the end the following:
â(v) the enhancement of hunter recruitment and recreational shooter recruitment; andâ

(g) Multistate Conservation Grant Program.â
(1) In general.âSection 11 of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669h-2) is amendedâ
(A) in subsection (a)(1)â
(i) by striking âNot more thanâ and inserting the following:
â(A) In general.âNot more thanâ
; and
(ii) by adding at the end the following:
â(B) Availability for hunter and recreational shooter grants.âNot more than $5,000,000 of the revenues covered into the fund from any tax imposed under section 4161(b) of the Internal Revenue Code of 1986 for a fiscal year shall be available to the Secretary exclusively for making hunter recruitment and recreational shooter recruitment grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.â

(B) in the matter preceding subsection (b)(3)(A), by striking âInternationalâ;
(C) in the matter preceding subsection (c)(2)(A)(i), by striking âInternationalâ;
(D) in subsection (c)(2)(A)(i), by inserting âor to recreational shooting activitiesâ after âwildlifeâ; and
(E) in subsection (d), by inserting âor to recreational shooting activitiesâ after âwildlifeâ.
(2) [16 U.S.C. 669h-2 note] Study.âNot later than 10 years after the date of enactment of this Act, the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service, shallâ
(A) review and evaluate the effects of the funds made available under subparagraph (B) of section 11(a)(1) of the Pittman-Robertson Wildlife Restoration Act (16 U.S.C. 669h-2(a)(1)) (as added by paragraph (1)(A)(ii)) on funds available for wildlife conservation; and
(B) submit a report describing the results of the review and evaluation under paragraph (1) toâ
(i) the Committee on Environment and Public Works of the Senate; and
(ii) the Committee on Natural Resources of the House of Representatives.
