SEC. 1405. STAFFING FOR COPYRIGHT ROYALTY JUDGES PROGRAM. (a) Removal of Cap on Personnel.—Chapter 8 of title 17, United States Code, is amended— (1) in section 802— (A) in subsection (b), by striking “3”; and (B) in subsection (e), by striking paragraph (2) and inserting the following: “(2) Staff members.—Staff members appointed under subsection (b) shall be compensated at a rate not more than the basic rate of pay payable for level 10 of GS-15 of the General Schedule.” ; and (2) in section 803(e)(1)(A), by striking “3”. (b) [17 U.S.C. 802 note] Effective Date.—The amendments made by this section shall take effect with respect to fiscal year 2020 and each fiscal year thereafter.
