404.Notwithstanding the seventh proviso under the heading “Immigration and Naturalization Service—Salaries and Expenses” in Public Law 105-119 (relating to FD-258 fingerprint cards), or any other provision of law, any Federal funds made available to U.S. Citizenship and Immigration Services may be used for the collection and use of biometrics taken at a U.S. Citizenship and Immigration Services Application Support Center that is overseen virtually by U.S. Citizenship and Immigration Services personnel using appropriate technology.
