SEC. 5939. EFFECTIVE DATE. (a) In General.—Except as provided in subsection (b), this subtitle shall take effect on the date of enactment of this Act. (b) Exception.—Subsections (c)(1), (d), and (e) of section 5934 shall take effect on the date that is 120 days after the date of enactment of this Act.
