SEC. 211. [16 U.S.C. 5610] AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated to carry out this title, including to pay the United States contribution to the Organization as provided in Article IX of the Convention, $500,000 for each fiscal year through fiscal year 2021.
