SEC. 11310. PRELIMINARY ENGINEERING. (a) In General.—Section 102 of title 23, United States Code, is amended— (1) by striking subsection (b); and (2) in subsection (a), in the second sentence, by striking “Nothing in this subsection” and inserting the following: “(b) Savings Provision.—Nothing in this section” . (b) Conforming Amendment.—Section 144(j) of title 23, United States Code, is amended by striking paragraph (6).
