SEC. 845. AMENDMENT TO REQUIREMENT TO BUY STRATEGIC MATERIALS CRITICAL TO NATIONAL SECURITY FROM AMERICAN SOURCES. Section 4863 of title 10, United States Code, is amended— (1) in subsection (d)(1)(B), by inserting “qualifying” before “foreign”; and (2) in subsection (m), by adding at the end the following new paragraph: “(11) The term ‘qualifying foreign government’ means the government of a country with which the United States has in effect a reciprocal defense procurement agreement or memorandum of understanding entered into pursuant to section 4851 of this title.” .
