SEC. 539. PROGRAM OF MILITARY RECRUITMENT AND EDUCATION AT THE NATIONAL SEPTEMBER 11 MEMORIAL AND MUSEUM. (a) Authority.—Not later than September 30, 2025, the Secretary of Defense shall seek to enter into an agreement with the entity that operates the National September 11 Memorial and Museum (in this section referred to as “the Museum”) under which the Secretary and such entity shall carry out a program at the Museum to promote military recruitment and education. (b) Program.—A program under subsection (a) shall include the following: (1) Provision of informational materials to promote enlistment in the covered Armed Forces, by the Secretary to such entity, for distribution at the Museum. (2) Education and exhibits, developed jointly by the Secretary and such entity, and provided to the public by employees of the Museum, to— (A) enhance understanding of the military response to the attacks on September 11, 2001; and (B) encourage enlistment and re-enlistment in the covered Armed Forces. (c) Covered Armed Force Defined.—In this section, the term “covered Armed Force” means the Army, Navy, Marine Corps, Air Force, or Space Force.
