SEC. 7101. COMPETITIVE LOCAL COMPENSATION PLAN. It is the sense of Congress that— (1) the effectiveness and stability of United States foreign missions are linked to the dedication and expertise of locally employed staff; and (2) ensuring competitive compensation packages benchmarked against the local market is essential not only to retain valuable talent but also to reflect a commitment to employment practices abroad.
