SEC. 1336. DELAWARE COASTAL SYSTEM PROGRAM. (a) Purpose.—The purpose of this section is to provide for the collective planning and implementation of coastal storm risk management and hurricane and storm risk reduction projects in Delaware to provide greater efficiency and a more comprehensive approach to life safety and economic growth. (b) Designation.—The following projects for coastal storm risk management and hurricane and storm risk reduction shall be known and designated as the “Delaware Coastal System Program” (referred to in this section as the “Program”): (1) The project for navigation mitigation and hurricane and storm damage reduction, Delaware Bay coastline, Roosevelt Inlet-Lewes Beach, Delaware, authorized by section 101(a)(13) of the Water Resources Development Act of 1999 (113 Stat. 276). (2) The project for hurricane and storm damage reduction, Delaware Coast from Cape Henlopen to Fenwick Island, Bethany Beach/South Bethany Beach, Delaware, authorized by section 101(a)(15) of the Water Resources Development Act of 1999 (113 Stat. 276). (3) The project for hurricane and storm damage reduction, Delaware Coast from Cape Henlopen to Fenwick Island, Delaware, authorized by section 101(b)(11) of the Water Resources Development Act of 2000 (114 Stat. 2577). (4) The project for storm damage reduction and shoreline protection, Rehoboth Beach and Dewey Beach, Delaware, authorized by section 101(b)(6) of the Water Resources Development Act of 1996 (110 Stat. 3667). (5) Indian River Inlet, Delaware. (6) The project for hurricane and storm damage risk reduction, Delaware Beneficial Use of Dredged Material for the Delaware River, Delaware, authorized by section 401(3) of the Water Resources Development Act of 2020 (134 Stat. 2736; 136 Stat. 3788), as modified by subsection (e) of this section. (c) Management.—The Secretary shall manage the projects described in subsection (b) as components of a single, comprehensive system, recognizing the interdependence of the projects. (d) Cost-share.—Notwithstanding any other provision of law, the Federal share of the cost of each of the projects described in paragraphs (1) through (5) of subsection (b) shall be 80 percent. (e) Broadkill Beach, Delaware.—The project for hurricane and storm damage risk reduction, Delaware Beneficial Use of Dredged Material for the Delaware River, Delaware, authorized by section 401(3) of the Water Resources Development Act of 2020 (134 Stat. 2736; 136 Stat. 3788), is modified to include the project for hurricane and storm damage reduction, Delaware Bay coastline, Delaware and New Jersey-Broadkill Beach, Delaware, authorized by section 101(a)(11) of the Water Resources Development Act of 1999 (113 Stat. 275). (f) Technical Amendment.—Section 101(a)(15) of the Water Resources Development Act of 1999 (113 Stat. 276) is amended— (1) in the paragraph heading, by striking “Henelopen” and inserting “Henlopen”; and (2) by striking “Henelopen” and inserting “Henlopen”.
