SEC. 529C. REQUIREMENT TO BASE MILITARY ACCESSIONS AND PROMOTIONS ON MERIT AND PERFORMANCE. (a) Merit Requirement.—A military accession , promotion, or command selection in the Department of Defense shall be based on individual merit and demonstrated performance. (b) Regulations.—The Secretary of Defense shall prescribe regulations to carry out this section not later than 90 days after the date of the enactment of this Act.
