SEC. 1103. CONSOLIDATION OF DIRECT HIRE AUTHORITIES FOR CANDIDATES WITH SPECIFIED DEGREES AT SCIENCE AND TECHNOLOGY REINVENTION LABORATORIES. Section 4091 of title 10, United States Code, is amended— (1) in subsection (a)(1), by striking “bachelor’s degree” and inserting “bachelor’s or advanced degree”; (2) in subsection (c)— (A) in the subsection heading, by striking “Calendar Year” and inserting “Fiscal Year”; (B) in the matter preceding paragraph (1), by striking “calendar year” and inserting “fiscal year”; (C) in paragraph (1), by striking “6 percent” and inserting “11 percent”; and (D) in paragraphs (1), (2), and (3), by striking “the fiscal year last ending before the start of such calendar year” and inserting “the preceding fiscal year”; (3) by striking subsection (f); and (4) by redesignating subsection (g) as subsection (f).
