SEC. 6410. [22 U.S.C. 2651a note] ESTABLISHMENT OF FISCAL RESPONSIBILITY AWARD. The Under Secretary of State for Management shall establish, in consultation with the Director of the Budget and Planning Bureau and the Director of Global Talent, an annual departmental award for any exemplary employee who recommends, identifies, or adopts significant cost-saving measures for program implementation or through the reallocation of resources.
