241.(rescission).Of the unobligated balances from amounts made available under the heading “Department of Health and Human Services—Administration for Children and Families—Children and Families Services Programs” in division H of the Consolidated Appropriations Act, 2023 (Public Law 117-328) for grants to States for incentive payments, as defined by section 473A of the Social Security Act, $70,000,000 are hereby rescinded.
