SEC. 513. REPORT ON EFFECT OF EQUIPMENT SHORTFALLS ON ABILITY OF NATIONAL GUARD TO PERFORM HOMELAND DEFENSE ACTIVITIES. Section 908(b) of title 32, United States Code, is amended by adding at the end the following new paragraph: “(5) A description of the effect of any equipment shortfall on the ability of the National Guard of a State to perform a homeland defense activity.” .
