SEC. 7020. multi-year pledges. None of the funds appropriated or otherwise made available by this Act may be used to make any pledge for future year funding for any multilateral or bilateral program funded in titles III through VI of this Act unless such pledge meets the requirements contained under this section in House Report 119-217.
