166.Of the unobligated balances made available for the following programs authorized by Public Law 109-59 and Public Law 105-178, the Secretary shall make $100,250,212 available for grants to transit agencies for costs related to eligible planning, capital, and operating expenses for equipment and facilities in support of matches or other public events held in domestic host cities for the FIFA World Cup 2026—(1)“Clean Fuels Grant Program” under section 5308 of title 49, United States Code;(2)“Job Access and Reverse Commute Formula Grants” under section 5316 of title 49, United States Code;(3)“New Freedom” under section 5317 of title 49, United States Code, as amended by Public Law 109-59; and(4)“Rural Transportation Accessibility Incentive Program” under section 3038 of Public Law 105-178:
