SEC. 401. EDUCATIONAL AND CULTURAL EXCHANGES AND SCHOLARSHIPS FOR TIBETANS AND BURMESE. (a) Designation of Ngawang Choephel Exchange Programs.—Section 103(a) of the Human Rights, Refugee, and Other Foreign Relations Provisions Act of 1996 (Public Law 104–319) is amended by inserting after the first sentence the following: “Exchange programs under this subsection shall be known as the ‘Ngawang Choephel Exchange Programs’.”. (b) Scholarships for Tibetans and Burmese.—Section 103(b)(1) of the Human Rights, Refugee, and Other Foreign Relations Provisions Act of 1996 (Public Law 104–319; 22 U.S.C. 2151 note) is amended by striking “for the fiscal year 1999” and inserting “for the fiscal year 2000”. (c) Scholarships for Preservation of Tibet's culture, language, and religion.—Section 103(b)(1) of the Human Rights, Refugee, and Other Foreign Relations Provisions Act of 1996 (Public Law 104–319; 22 U.S.C. 2151 note) is further amended by striking “Tibet,” and inserting “Tibet (whenever practical giving consideration to individuals who are active in the preservation of Tibet's culture, language, and religion),”.
