[80a–45] (a) The Commission shall submit annually a report to the Congress covering the work of the Commission for the preceding year and including such information, data, and recommendations for further legislation in connection with the matters covered by this title as it may find advisable. (b) The provisions of section 4(b) of the Securities Exchange Act of 1934 shall be applicable with respect to the power of the Commission— (1) to appoint and fix the compensation of such employees as may be necessary for carrying out its functions under this title, and (2) to lease and allocate such real property as may be necessary for carrying out its functions under this title.
