EFFECTIVE DATE.
SEC. 107. EFFECTIVE DATE.
(a) [49 U.S.C. 104 note] In General.—This Act shall take effect on the date of the enactment of this Act; except that the amendments made by section 101 shall take effect on January 1, 2000.
(b) [31 U.S.C. 1105 note] Budget Submissions.—The President's budget submission for fiscal year 2001 and each fiscal year thereafter shall reflect the establishment of the Federal Motor Carrier Safety Administration in accordance with this Act.
