RULE OF CONSTRUCTION.
SEC. 806. RULE OF CONSTRUCTION.
Nothing in this title may be construed to negate the authority of the President under any authority, process, regulation, investigation, enforcement measure, or review provided by or established under any other provision of Federal law, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), or any other authority of the President or the Congress under the Constitution of the United States.[50 U.S.C. 4586]
