SEC. 601. [34 U.S.C. 11321] AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated to carry out this Act, except for titles III and IV, $176,000,000 for each of fiscal years 2019 through 2023, of which not more than $96,053,401 shall be used to carry out title V for each such fiscal year.
