EFFECTIVE DATE.
SEC. 104. EFFECTIVE DATE.
This Act and the amendments made by this Act shall take effect on the 1st day of the 1st fiscal year beginning more than 180 days after the date of the enactment of this Act.[5 U.S.C. 2301 note]
