SEC. 309. EFFECTIVE DATES. The provisions of this title shall be effective on the date of enactment of this Act, except that— (1) the authority of the President to grant waivers under section 303 shall be effective on January 1, 1980; and (2) the authority of the President to grant waivers under section 301 shall be effective on January 1, 1981.
