SEC. 209. [20 U.S.C. 9608] AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated to carry out this title $80,000,000 for fiscal year 2003 and such sums as may be necessary for each of the 5 succeeding fiscal years.
