SEC. 311. CHANGE IN COLONIAL QUOTA. (a) Increase to 5,000.—[Omitted; amended subsections (c) and (e) of section 202.] (b) Effective Date.—The amendments made by subsection (a) shall apply to fiscal years beginning after the date of the enactment of this Act.
