COORDINATION PROVISION.

SEC. 706. COORDINATION PROVISION. (a) Prior Enactment.—If this Act is enacted before the Homeland Security Act of 2002, then upon the date of the enactment of the Homeland Security Act of 2002, this title shall be deemed for all purposes not to have taken effect and shall cease to be in effect. (b) Subsequent Enactment.—If the Homeland Security Act of 2002 is enacted before this Act, then this title shall not take effect.
