SEC. 154. REPORT ON PERSONNEL OF SOVIET STATE TRADING ENTERPRISES. Not later than 60 days after the date of enactment of this Act, the Secretary of State shall submit to the Congress a report discussing whether the number of personnel of Soviet state trading enterprises in the United States should be reduced.
