(1) Products and services may be added to the Procurement List established by the Department pursuant to section 413.035(2), F.S., at the request of an Employment Center. Such request must be in writing to the CNA and must identify the product(s) and service(s) to be added. The request must include an itemized cost breakdown for each product and service and must describe with specificity the Employment Centerโ€™s ability to provide the products and services. The CNA shall forward the request to the Department with a recommendation whether to add the requested products and services. The CNA may submit to the Department its own request to add products and services. The Department shall determine which products and services are included on the Procurement List. (2) The CNA is responsible for assigning products and services to Employment Centers. More than one Employment Center may be assigned to the same product or service. An Employment Center may request assignment to any product or service on the Procurement List. Such request must be in writing to the CNA and must identify the products and services to which an assignment is requested. The request must include an itemized cost breakdown for each product and service and must describe with specificity the Employment Centerโ€™s ability to provide the products and services for which an assignment is requested. The CNA will determine whether an assignment may be made to an Employment Center. (3) The Department may provide specifications for products and services on the Procurement List. When specifications are provided by the Department, specifications will be published as part of the Procurement List. The CNA shall publish the Procurement List on an internet website maintained by the CNA. Specifications may be revised at any time to conform to industry changes or Purchasing Office needs. (4) If the CNA becomes aware that a product or service is no longer provided by any Employment Center or that the product or service fails to meet the needs of Purchasing Offices, the CNA shall notify the Department. The Department may delete the product or service from the Procurement List. The Department may delete a product or service upon its own knowledge that a product or service is no longer provided by any Employment Center or that the product or service fails to meet the needs of Purchasing Offices. (5) In accordance with section 413.036, F.S., when a product or service is available from both the Procurement List and the Corporation, a Purchasing Office must purchase the product or service from the Procurement List. The Corporation may request that the Department waive priority of the Procurement List, in writing to the Department, and must specify the product(s) and service(s) for which a waiver is requested. The Department may, in its sole discretion and to achieve best value for Purchasing Offices, waive priority through written notification to the Corporation and CNA.
