53ER26-38. PICK Daily GamesTM & CASH POPTM Promotion

(1) General Provisions.
(a) Promotion Period. July 2 – September 20, 2026, dates inclusive.
(b) Participating Games. PICK Daily Games (PICK games are PICK 2TM, PICK 3TM, PICK 4TM, and PICK 5TM) of a $1 or greater value and CASH POP tickets purchased during the Promotion Period, both winning and non-winning. CASH POP tickets that are part of a GROUPER® Super Sampler purchase are eligible. (Twenty dollar [$20] CASH POP tickets will be available for purchase beginning August 10, 2026.) Hereafter, collectively, “Eligible” ticket/s.
(c) Prizes.
1. Drawing Cash Prizes: $1,000, $5,000, $10,000, and $20,000
2. Coupons for a $25 and $50 Cash Prizes.
(2) How to Participate.
(a) To enter an Eligible ticket into a drawing, a player may use the Florida Lottery's website at floridalottery.com or use the Florida Lottery's Mobile Convenience app ("app").
1. Website. On the home page of the Florida Lottery's website, players are to click on the PROMOTIONS tab, select the PICK Daily Games & CASH POP Promotion, and follow the directions. Players will manually enter the 19-digit ticket number on Eligible tickets on the ticket entry page to collect entries as described in subsection (3).
2. App. On the app, players navigate to the Promotions section of the app, select the PICK Daily Games & CASH POP Promotion, and follow the directions. A Promotions button is located on the main menu and on the bottom navigation bar. Players may scan the barcode on the bottom of a ticket or may manually enter the 19-digit ticket number on Eligible tickets on the ticket entry page to collect entries as described in subsection (3).
3. Deleted Accounts. If a player deletes his/her account, whether through the app or on the Florida Lottery’s website, all account data, including ticket entries, associated with the email address used to register his/her account will also be deleted. Any entries earned will not be entered into a drawing. A player’s account cannot be reactivated using the email address associated with the deactivated account. Should a player establish a new account utilizing a different email address, account data, including ticket entries, cannot be transferred to the newly established account. Tickets entered under the prior account cannot be re-entered utilizing the newly created account.
4. Regardless of whether a player chooses to participate in the Promotion by using the web browser or the app, the following provisions shall apply:
a. the player must use the same account login information to enter tickets;
b. the player will only be required to register one time; and
c. the player's entry history will be cumulative among the entry platforms.
(b) Any player using multiple or different email addresses, identities, registrations, logins, or any other methods will subject the player and any associated entries to disqualification. In the event a player wins a prize, the name a player uses to register must match the name shown on his/her identification used to make a claim, except for a person who has made a legal name change. A person who has made a legal name change must provide a copy of a marriage certificate/judgment/court order, as applicable, as proof of a differing name. Fictitious names and business names will not be accepted and shall subject the player and any associated entries to disqualification.
(c) The odds of winning in a drawing depend on the number of entries into a drawing. All entries are subject to validation by the Florida Lottery and will be disqualified if eligibility requirements are not met.
(d) Lottery tickets should not be mailed to the Lottery for entry into a drawing. Tickets received in the mail by the Lottery for entry into the Promotion will not be entered and will not be returned.
(3) How to Earn Entries.
(a) To earn entries into a drawing, a player may enter ticket numbers by scanning the barcode on the bottom of an Eligible ticket using his/her mobile device or by manually entering the 19-digit number (Eligible PICK and CASH POP tickets) on the website or the app. A player may enter a maximum of 200 tickets per day. Each ticket number can only be entered one time and cannot be entered again for another drawing. Training tickets will not be accepted, and tickets with invalid ticket numbers will be disqualified. Players may enter Eligible ticket/s at any time during the Promotion Period, except that entry capabilities on the website and app will be unavailable from 12 a.m. through 6 a.m. (ET) due to routine maintenance and may be unavailable at other times if there are technical difficulties. Entries must be made by 11:59:59 p.m. (ET) on the last day of a Drawing Entry Period to be entered into that drawing.
(b) Number of Entries Received.
1. Game Cards. For each Eligible ticket, a player will receive the number of symbols equal to the price of the ticket. Once an Eligible ticket is either scanned or manually entered, four (4) game cards will appear on the screen. Each card has four (4) spaces available for the collection of symbols. Once a card has all four (4) symbols, the player will be awarded one (1) entry into the next available drawing, and the card will clear, allowing the player to collect more symbols.
2. Bonus Table - $25 Coupon or Fifteen (15) Bonus Entries.
a. Bonus Table. As a player enters his/her Eligible ticket/s, a bonus table will also populate. The table will have four (4) rows and a column for each ticket type (PICK 2, PICK 3, PICK 4, PICK 5, and $1, $2, $5, and $10 CASH POP). Example: A player enters two (2) Eligible PICK 3 ($1 or greater) and one (1) $5 CASH POP tickets, he/she will receive two check marks to populate the PICK 3 column and one check mark in the $5 CASH POP column; a player will still receive game card symbols, as described in subparagraph (3)(b)1. If more than four tickets for the same game, or price point for CASH POP tickets, are entered, and none of the four bonus table rows are complete, entries in excess of the four tickets will be disregarded, will not be added once a bonus table row is completed and cleared, and cannot be entered again. Discarded ticket entries for the bonus table will still acquire symbols as described in subparagraph (3)(b)1. Example: A player enters six (6) PICK 3 tickets but has not entered all other Eligible tickets to complete a bonus table row. Two of the PICK 3 tickets will be discarded for the purposes of filling bonus table rows but will still acquire symbols as described in subparagraph (3)(b)1. Once a bonus table row has been completed, the row will clear and be available for new entries.
b. $25 Coupon or Fifteen (15) Bonus Entries. Once a player enters one (1), each, of PICK 2, PICK 3, PICK 4, and PICK 5 (each of a $1 or greater value) and all of $1, $2, $5, and $10 CASH POP tickets, a bonus table row will be complete, and the player will be awarded either fifteen (15) bonus entries into the next available drawing or a Coupon for a $25 cash prize. All the foregoing tickets are not required to be entered simultaneously. Coupons will be randomly awarded for every Nth bonus table row completed state-wide. If a player does not receive a Coupon, he/she will be awarded fifteen (15) entries into the next available drawing. Should the quantity of $25 Coupons available for award be exhausted prior to the end of the Promotion, fifteen (15) bonus entries become the only available option for award and will be awarded for every Nth bonus table row completed state-wide. The fifteen (15) entries will be in addition to the entries gained as game cards were completed.
(c) $50 Coupons. Beginning August 10, 2026 and through the end of the Promotion Period, a player may be awarded a $50 Coupon upon the entry of a $20 CASH POP ticket. A Coupon will be awarded with every Nth ticket entered across all entries made state-wide. (Twenty Dollar [$20] CASH POP tickets will be available for purchase beginning August 10, 2026.) Should the quantity of $50 Coupons available for award be exhausted prior to the end of the Promotion, Coupons will not be further awarded, and players will not be otherwise compensated.
(d) All entries based on completed game cards and completed bonus table rows will not be carried over from one drawing entry period into a subsequent drawing entry period. Incomplete game cards and incomplete bonus table rows are carried over into subsequent drawings, permitting players to further complete them as tickets are entered.
(e) Coupons may only be used one time. Coupons may be redeemed at any Lottery retailer or office. The redemption deadline for coupons is 11:59 p.m. (ET) on November 19, 2026, subject to retailer and Lottery office operating hours. Coupons shall not be mailed to the Lottery for redemption. Coupons received by the Lottery in the mail will not be redeemed, and the player will not otherwise be compensated.
(f) Coupon Prizes, Total Number of Coupon Prizes, and Total Value of Coupon Prizes:

The Florida Lottery will conduct two (2) drawings. Winners for each drawing will be randomly selected from entries submitted and received before midnight (ET) of a Drawing Entry Period end date, as identified in the table, below. Winners will be randomly selected using a certified random number generation process. The drawings will be public, held in Tallahassee, Florida, and witnessed by an accountant employed by an independent certified public accounting firm. (dates are inclusive) DRAWING DATE WINNERS ANNOUNCED July 2 – August 9, 2026 August 11, 2026 August 13, 2026 August 10 – September 20, 2026 September 22, 2026 September 24, 2026 (a) The winners in a drawing will be announced and posted on floridalottery.com on the “WINNERS ANNOUNCED” dates, set forth in the table above, or as soon thereafter as possible.
(b) In each drawing, a total of 36 valid entries will be drawn. Prizes will be awarded in the quantities set forth in the table in subsection (5) and awarded to players in the order in which they were drawn during each drawing. Remaining entries will be alternates and used in the order in which they were drawn and in the order of need to select alternate winners in the event a winner cannot be notified, fails to timely provide required claim documentation as set forth in subsection (7), or in the event an entry is disqualified. A player can only win one prize in a Bonus Play drawing. If a second/subsequent entry for a player is pulled in a drawing, that second/subsequent entry will be disqualified. A player may win in each drawing.
(5) Prizes Amounts, Number of Winners per Drawing, Total Winners, and Total Prize Amounts over all Drawings:

The Florida Lottery will attempt to notify each winner by telephone or email using the contact information provided in the winner’s registration data within one business day after the winners are posted on the Lottery’s website. The Lottery deems the winner’s registration data as the winner’s official contact information. Issuing an email or leaving a telephone message on voicemail, if available, shall constitute notification. The Lottery will not attempt to further locate a winner if notification is unsuccessful. If the Lottery is unable to have contact with a winner within ten (10) calendar days of the date the winners are posted on the Lottery’s website, the winner will forfeit his/her right to claim the prize and the Lottery will select an alternate winner in accordance with subsection (4). If the Lottery is unable to have contact with the alternate winner within ten (10) calendar days of the date of notification, the alternate winner will forfeit his/her right to claim the prize and the Lottery will select the next alternate winner. This process will continue until an alternate is contacted or the Lottery has exhausted the list of alternates due to unsuccessful notification attempts or due to failure by a winner or an alternate winner to timely provide required claim documentation as set forth in subsection (7). The Florida Lottery is not responsible or liable for system failures of any sort or type, including, but not exclusively, computer failures, email service failures, telephone failures. If a prize cannot be awarded for any reason, the prize will not be awarded.
(7) How to Claim a Drawing Prize.
(a) To claim a prize won in a drawing, a winner must submit to the Florida Lottery a completed Winner Claim Form DOL-173-2, Revised 4/2026, or Spanish Winner Claim Form DOL-173-2S, Revised 4/2026, and a copy of acceptable identification as set forth in the Florida Lottery’s rule governing payment of prizes. Forms DOL 173-2 and DOL 173-2S are hereby incorporated by reference and may be obtained at any Florida Lottery office or retailer, from the Florida Lottery’s website at floridalottery.com, or by writing to: Florida Lottery, Claims Processing, 250 Marriott Drive, Tallahassee, Florida 32399-4027.
(b) A copy of the current prize payment rule can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32301 or flrules.org.
(c) The required documents must be received by the Florida Lottery no later than ten (10) calendar days after the Florida Lottery has first contact with a winner. If the Florida Lottery does not receive the required documents from a winner by the tenth calendar day after first contact, the winner will forfeit his/her right to claim the prize and the Florida Lottery will award the prize to an alternate winner as described in subsection (4). The same timeframe for a winner to return required documentation to the Florida Lottery shall apply to an alternate winner. Should a player use a mailing service (U.S. Mail, FedEx, UPS, etc.) to submit documents, the risk of mailing remains with the player. The Lottery is not responsible for delays in mailing or lost/stolen mail.
(8) Award of Prizes. Upon the Florida Lottery’s timely receipt of a winner’s required documentation, the Florida Lottery will award the prize for that winner, subject to applicable federal tax withholding and analysis for State-Owed Debt and Child Support Debt.
(9) Analysis for State-Owed Debt and Child Support Debt. Prior to the award of all drawing prizes, a winner will be analyzed for Florida state-owed debt and child support debt. If more than one prize is awarded to the winner, a separate analysis shall occur prior to payment of each prize. If the winner is identified as owing outstanding debt to any state agency or owes child support, the debt will be offset in accordance with section 24.115, Fla. Stat. If the debt is an amount less than the amount of the cash prize, the balance of the prize, less applicable income tax withholding on the full prize amount, and after the debt is offset shall be awarded. If the debt is an amount greater than any cash prize, the entire prize amount, after applicable income tax withholding on the full prize amount, will be applied to the outstanding debt.
(10) Taxes.
(a) All federal, state, and/or local taxes and/or other costs and fees on all prizes will be the responsibility of a winner.
(b) For $10,000 and $20,000 cash prizes, and pursuant to applicable provisions of the Internal Revenue Service code, federal income taxes will be withheld at a rate of twenty-four percent (24%) for a U.S. citizen or legal U.S. resident. Regardless of prize amount, for all prizes won in a drawing by a nonresident, federal income taxes will be withheld at a rate of thirty percent (30%).
(11) If a prize (cash/coupon) is not awarded for any reason, it will not otherwise be awarded, and players will not otherwise be compensated.
(12) A winner is not required to submit the Eligible ticket he/she entered to claim a prize.
(13) Other Restrictions and Provisions.
(a) A player must be at least 18 years of age.
(b) All prizes are subject to the provisions of chapter 24, Fla. Stat., and rules promulgated thereunder. Prizes will be paid in accordance with the Florida Lottery’s rule governing payment of prizes, Emergency Rule 53ER26-30, F.A.C., Payment of Prizes. Copies of the current prize payment rule can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32301 or flrules.org.
(c) Persons prohibited by section 24.116, Fla. Stat., from purchasing a Florida Lottery ticket are not eligible to enter this Promotion.
(d) By entering the PICK Daily Games & CASH POP Promotion, a player gives his/her permission for the Florida Lottery to photograph and/or videotape and record him/her with or without prior notification and to use the name, photograph, videotape, and/or recording of him/her for advertising or publicity purposes without additional compensation.
(e) If there is a conflict with a provision set forth in this Emergency Rule and any promotional materials, including, but not limited to, point of sale, television, radio and print advertising, and other promotional media/materials, the terms of this Emergency Rule shall prevail.
