Hayashida Insurance Commissioner Use of Online Premium Tax for Insurance ("OPTins") This Memorandum incorporates Insurance Commissioner 's Memorandum 2016-5E regarding the the Insurance Division's mandate for all premium tax filers to use the Online Premium Tax for Insurance ("OPTins"). http://cca.hawaii.gov/ins/commissioners memo/commissioners-memorandum-2016/ OPTins is a product of the National Association of Insurance Commissioners ("NAIC") and is available to Hawai'i and all member states for their use. The Insurance Division has found that insurance premium tax and statement filers using OPTins have seen their filings received by the Division in a more timely and expeditious manner. Correspondingly, the Division has found that filers' use of OPTins have made their filings more uniform and have, correspondingly assisted the Division in improving its efficiency and reducing costs. Therefore, in continuing this effort to improve the regulation of insurance in Hawaii, the following instructions and guidelines are being given to further benefit the business of insurance in Hawai' i. Beginning October 1, 2020, the following shall be filed and paid through OPTins: 1. All annual service fees and certificate of authority extension fees; 2. All surplus lines and risk retention group taxes; and Memorandum 2020-7E June 10, 2020 Page 2 3. All other fees, such as application fees, certificate issuance fees, and late filing fees.
