SCHMIDT INSURANCE COMMISSIONER June 10, 2004 MEMORANDUM 2004-3A TO: Mutual Benefit Societies, Health Maintenance Organizations, and Insurers Offering Health Insurance FROM: J. P. Schmidt Insurance Commissioner RE: Amendments to Chapter 431M, Hawaii Revised Statutes, Mental Health and Alcohol and Drug Abuse Treatment Insurance Benefits, effective July 1, 2004 Act 167, Session Laws of Hawaii 2002, amended Chapter 431M, Hawaii Revised Statutes, Mental Health and Alcohol and Drug Abuse Treatment Insurance Benefits, by changing "clinical social workers" to "licensed clinical social workers." Act 167 also added a clinical level of licensing for social workers. Licensed clinical social workers ("LCSW") are recognized as having met the same requirements as clinical social workers who registered with the State as "CSWs." For reimbursement purposes, LCSWs are, therefore, qualified for reimbursement for services rendered. Please refer to Chapter 431M, Hawaii Revised Statutes, for a full review of all amendments by Act 167 to this Chapter which will take effect on July 1, 2004. You may contact the Consumer Resource Center at 808-587-3295 to verify the licenses of LCSWs or conduct an online license search of LCSWs at www.ehawaiigov.org/serv/pvl.
