(a) Chapters 17-1 to 17- 89 shall govern only the programs and procedures of the department's vocational rehabilitation and services for the blind division, family and adult services division, med-QUEST division, services division. and self sufficiency and support (b) Chapters 17-1 to 17-89 shall not apply to the state commission on the status of women, the office of youth services, and the Hawaii housing authority. These agencies shall adopt such rules governing their programs, practices and procedures as may be necessary.
