~~Every petition requesting the adoption, amendment, or~~
~~repeal of any design specification shall be reviewed~~
~~by the facility access unit. A petition requesting~~
~~the adoption, amendment, or repeal of any design~~
~~specification may be submitted directly to the board.~~
~~Submission of a petition directly to the board does~~
~~not preclude review by the facility access unit. [Eff~~
