HAR §17-602.1-37. The hearing officer

(a) Hearings shall be conducted by an impartial officer who: (1) Does not have any personal stake or involvement in the case; (2) Was not directly involved in the initial determination of the action which is being contested; and (3) Was not the immediate supervisor of the eligibility worker who took the action. (b) The hearing officer shall perform the following duties: (1) Administer oaths or affirmations; (2) Ensure that all relevant issues are considered;
