HAR §17-796.2-6. provided the payee meets the requirements of section 17-796

2-7. (i) The HRP utility payments listed in subsection (a), paragraphs (3) through (6), shall be paid directly to a utility company, and may be combined as a lump-sum payment, provided the payee meets the requirements of section 17-796.2-7. (j) The HRP automobile payments listed in subsection (a), paragraphs (7) and (8), shall be paid directly to an automobile dealership, financial institution, registered private automobile owner, or other designated payee, and may be combined as a lump-sum payment, provided the payee meets the requirements of section 17-796.2-7. (k) No HRP payments shall be paid directly to an eligible family unit. (l) The HRP payments listed in subsection (a) shall only be used to pay for housing, utility, or automobile expenses that were incurred within the state.
