"Guardian" means a person other than a child's parents who has legal authority over and responsibility for a child. "New hire" means a person seeking employment in a child-placing organization for the first time in the State, either as an applicant or prospective employee of a child-placing organization. "Rehire" means an applicant or prospective employee of a child-placing organization who is seeking to operate or be employed in a child-placing organization following termination of employment of more than six months and who has been out of the State during this break in employment.
