(a) The staff services office, highways division, department of transportation is the office responsible for the program on enforcement of the federal heavy vehicle use tax. However, its enforcement function is limited to carrying out the objective specified in section 19-107-1. Any questions relating to the applicability of the tax and the filing of the tax return (Form 2290) shall be directed to the Internal Revenue Service, U. S.
