(a) The purpose of this chapter is to establish minimum standards for the inspection and abatement of vectors. These standards are established to promote public health, safety, and well-being by: (1) Preventing epidemics of vector-borne diseases; (2) Preventing establishment of new vector species; and (3) Preventing vector nuisances.
