"Instructor" means an individual who has been issued a driver education instructor certificate by the department to administer driver education or behind-the-wheel driving courses or both in accordance with the requirements of this chapter. "On-line course" or "Internet course" means an interactive driver education program available on a computer through the Internet at approved locations and consists of a certified driver education curriculum. "Private school" means any non-public school. "Public school" means any school administered by the state department of education. "Simulator" means a fully interactive, high performance driving simulation system consisting of realistic driver controls with active force feedback steering, a minimum of 150 degrees forward field of view capable of a minimum 60 Hz update rate, high fidelity vehicle dynamics, fully articulated scenario vehicles, and driving environments developed to meet accepted highway design and sign standards.
