( a ) The s hipper or tran sporter shal be responsible for the security of the shipment unti l it has been accepted by the air carr ier for air transportation . Thi s same responsibil ity applies to shippers and tran sporters that accept a haz ardous material or waste shipment from an air carrier . (b) The a ir carrier becomes respon sible for the secur ity of the shipment upon its a cceptance for air transportation and reta ins this re spons ibil ity unti l the shipment i s released to the de s ignated shipper, transporter or shipment cons ignee as re f lecte d on the shipping _document . The adoption of Chapter 19-33 shall take effect ten days after filing with the Office of the Lieutenant Governor.
