(a) Contributions for the purpose of lobbying shall be reported as set forth in section 97-3, HRS, except where a contributor's identity may be withheld pursuant to law. 10-5 3 3 7 8 Jtj 1 §2 1-10-6 (b) Contributions shall be reported where the contributor knows or reasonably should know that the primary purpose of the contribution is to support lobbying.
