HAR §23-201-3. Permit requirements

Any manufacturer, wholesaler, retailer, or other person who sells, transfers, or otherwise furnishes for use by a person in this State or who brings in or receives from a source outside of the State any substance specified in section 329-61, Hawaii Revised Statutes, shall obtain annually a permit for the conduct of that business issued by the department.
