HAR §23-2-1. Definitions

As used in this chapter:
"Person" includes individuals, partnerships,
corporations, associations, or organizations of any
character, except for the department.
"Petition" means a properly documented submission
of information by a person requesting the adoption,
amendment, or repeal of a rule.
"Relief" means the process for the adoption,
modification, or repeal of any rule in favor of the
petitioner.
"Rule" herein does not include policies and
procedures, or guidelines, or other regulations not
within the meaning of rules as defined in section
91-1(4), Hawaii Revised Statutes.
