The comptroller reserves the right to: (1) Review, modify, change, or restrict parking assignments during legislative sessions or at other times to promote governmental efficiency and public convenience; and (2) Change the number of parking space for all types of parking based on the availability and demand for the respective types of parking, without public notice.
